On January 4, 2010 the USPS will implement the MOVE Update penalty phase. The Postal Service will require that the mailer’s list be in compliance with the most recent Move Update information within 95 days of each mailing. Failure to comply will result in the loss of any pre-sort discounts for both First Class and Standard Mail along with a $0.07 per piece penalty for all or the portion identified as not meeting the Move Update requirements. MOVE Update compliance is validated through the Merlin System which will determine compliance. Detailed compliance requirements have been previously published in past Postal Blast’s (if needed please contact me for copies).
List owners and/or list suppliers are obligated to (1) be aware of the MOVE Update requirements; and (2) to assure that list comply with those requirements. In case of a failure the list owner and/or provider will be responsible for the penalty postage payment through their various permits or CAP accounts. List Owners and/or List suppliers may file appeals and show proof that their lists have been updated within the last 95 days.
For your benefit and in an attempt to minimize a lengthy appeal process determination, Thompson Mailing has created an Acknowledgement of Move Update Compliance
Document that we are requesting that our customers fill out, sign and return prior to processing of your list. This document will be kept in our files incase an issue arises and could be presented to the DMU USPS clerk as validation to the compliance of Move Update regulations. This document may not stop penalty postage from being assessed that resulted from a Merlin failure.
Our objective is to have the mail released without delay while the non compliance issue is being determined.
